A hand is 4 inches (10.16 cm). Heights are written as hands, a dot, then the extra inches, so the number after the dot only ever goes from 0 to 3.
A hand is 4 inches, which is 10.16 cm. A horse of 15.2 hh is 15 hands and 2 inches: 62 inches, or about 157.5 cm.
The number after the dot is extra inches, from 0 to 3, not a decimal. 15.2 hh means 15 hands and 2 inches. There is no 15.4; that would be 16.0 hh.
An animal of 14.2 hh (147 cm) and under is generally called a pony, though showing and competition classes use their own height limits.
